Forgiveness without conviction is not forgivenss: it is irresponsible toleration. It doesn't lead to reconciliation and peace; it leads to chaos.

I think forgiveness is always in a matter of degrees. I think I've forgiven and then another layer is peeled away and I realize I haven't completely. I suppose what the quote is speaking against is the "Forgive with your lips and the heart will follow" adage that is so popular. I think waiting to feel complete conviction of the need to forgive could be dangerous, you could hang on to things for years waiting for that.
